Default Winton events - AASA & CODs?

Given that the historic events run at Winton are run under AASA rather than CAMS, and that AASA doesn't have an equivalent of a Certificate of Description, who is it that decides if a car is elegible for a particular category?

Yes, just who under the AASA makes the decisions on elegibility of competeing vehicles...
